Dear Ladies, Gentlemen and Friends,

As a signatory of the so-called Montana agreement, I have decided to inform you of my intention to present myself as a candidate for the position of Prime Minister as prescribed in the signed Political Agreement for a Peaceful and Orderly Political Transition. between the different organizations and political parties, to govern the transition until February 7, 2026. And as a member, I request the endorsement of your structure.

My decision to run for the post of Prime Minister under the Montana label comes from the fact that I could worthily represent the democratic values ​​defended by our organization and its members. I have the competence and experience required by this heavy responsibility at such a difficult moment in our history. In fact, as a Haitian citizen, having resided abroad for a long time, I have always publicly defended the cause of the country and the Haitian people. In 2004, I returned to the country to work with the Alexandre/Latortue transitional government as a Special Advisor. My performance at this level explains why several influential political parties asked President Alexandre and Prime Minister Latortue to choose me as Minister of the Interior and Communities of the transitional government. I had previously been invited to become Secretary of State for Security, but I refused the honor, because I consider myself to be a technician and an entrepreneur, not a politician. But this time, I couldn’t refuse. The homeland was in danger. We needed a man of his word above party lines to supervise democratic, honest and free elections. We met the challenge, thanks to an honest and dedicated team at all levels. The journalists who had come from afar to witness a massacre were disappointed. The Trojan War did not take place. The Republic of Haiti has survived once again.

I spent 27 months at the Superior Council of the National Police. It must be said that I insisted and also obtained from the Alexandre/Latortue government the right to launch a Deconcentration Program for Port-au-Prince, a dream that I had cherished since my time at the École Normale Supérieure. This was intended to reduce the risk of gangs, epidemics and others. But, this time I intend to request from the Presidential Transitional Council the honor of launching a Development and Modernization Program for the country over a period of 20 to 25 years. It’s possible. I am already starting to work on the financial package with international finance technicians. Young Haitians need to get to work and start to have a different idea of ​​themselves and the future of the country.
