Constitution of an Indissoluble Majority Bloc (BMI) within the Presidential Council

Considering the Political Agreement for a Peaceful and Orderly Transition of April 3, 2024 Considering the Draft Decree on the Organization and Operation of the Presidential Council

Considering the multidimensional crisis which has worsened in Haiti since the assassination of the President of the Republic, on the night of July 6 to 7, 2021:

Considering the inter-Haitian dialogue conducted under the mediation of the Group of Eminent Personalities (GPE) and the Conference of Heads of State and Government of CARICOM:

Considering the consensus found between the main political sectors and civil society in order to provide Haiti with a Presidential Council (CP) of nine members, with the aim of pacifying the country and leading it to constitutional and democratic normality

Considering the resignation of Prime Minister Mr. Ariel Henry and the appointment of an interim Prime Minister

Considering the Taking of Oath and the Installation of the Presidential Council

Considering the depth of the security, institutional, economic and political crisis that the country is going through;

Considering that following the principles of representative government, the Presidential Council will function as an assembly and will obey majority logic, whether qualified or simple,

Considering the risk that the absence of a clearly constituted and stable majority within the Presidential Council poses to the Transition and the success of its mission,

Eager to do everything possible to get the country out of this difficult and unacceptable impasse;

We, the undersigned Members of the Presidential Council and Sectors involved in the Agreement of April 3, 2024, constitute an indissoluble Majority Bloc (BMI). All decisions within the BMI are taken by consensus, or failing that by a majority of 3 out of 4, in particular those concerning:

  • The election of the President of the Presidential Council.
  • The appointment of the Prime Minister of the Transition
  • The constitution of a government of national unity,
  • The establishment of the Provisional Electoral Council:
  • Ensuring the success of the Transition mission

Decisions made at the BMI are defended by all members of the bloc in the Presidential Council for adoption.

The signatories hereby agree on a political vision based on inclusive, participatory governance articulated around the five major projects included in the Political Agreement of April 3, 2024. To this end, they designate the citizen Edgard Leblanc Fils, as bearer of this political vision and as their sole candidate for the position of President of the Transitional Presidential Council. They propose the atoyen Fritz Belizaire as sole candidate for the post of Prime Minister of the Transition

A charter stipulating the mode of operation of the BMI will be developed and adopted.
